Leeds City Council is the Planning Authority and manages the full planning process, including making the decision as to whether an application is granted or refused.

Otley Town Council is a statutory planning consultee for the town and therefore considers all planning applications relating to Otley at its Planning Sub Committee. Observations or objections made by the Sub Committee are submitted to Leeds City Council Planning for consideration.
