Background
A review of the Otley Neighbourhood Plan has recently been launched following a meeting with representatives from local community groups, residents and councillors. Otley Town Council now wants to hear from you—our community—about what matters most for the town and how you would like Otley to develop over the next 15 years.
Your views will help shape the future of Otley and ensure the updated plan reflects the priorities and aspirations of local people.
What We Want to Hear From You
We want to know what you think would make Otley a better place to live, work and visit. In particular, we welcome feedback on:

- The town centre
- Green spaces and the environment
- Travel and transport
- Community facilities
- Heritage and conservation

What Is a Neighbourhood Plan?
A Neighbourhood Plan is a planning policy document that helps guide development in the town. It can influence where and how new homes, businesses and facilities are built, while also helping to protect Otley’s character, environment and heritage.
The current adopted Otley Neighbourhood Plan (2018–2028) has already shaped development—holding developers to higher standards and influencing design and land use across the town.
What a Neighbourhood Plan Can—and Can’t—Do
Neighbourhood Plans are most effective when planning applications are submitted, as they provide policies developers must consider. While they cannot fix every issue facing Otley, community feedback is vital and helps inform wider Town Council projects and priorities.
Next Steps
Once feedback has been collected, we will analyse it and publish the results on the Neighbourhood Plan webpages and in Otley Matters.
The feedback will inform a Policy Intentions Document, expected for community consultation in November 2026.
